Are my inboard and outboard brake pads supposed to look the same? does it matter?

The inboard one may have the wear sensor (a metal tab).

But, other than that, they should be identical.

since yours doesn't, they are the same.

Make sure to put some grease on the tab holders, where the pads slip into. This allows the pad to travel freely.

One may wear slightly more than the other but not by much, Good brakes, the pads should wear the same over time
if there is a chamfer (bevelled cut), that goes facing the rear of the car, so you have a beveled edge facing into the the disc's rotation.

Usually the pads only fit one way, just match it up with the old pads.
Another good practice is to use the StopSqueal on the back of the pads per directions.
